Abstract

The formation of the legal system on the territory of modern Ukraine began in ancient times. At the stage of development of customary law, the supervisory function of the despotic rulers of the Scythian state was also formed at the level of custom. The rules of law of the Scythians protected life, property, family privileges and tribal nobility. The ruler established a clear procedure for the use of pastures, because he owned the supreme ownership of land. And when there was a supervisory function, then, of course, there were supervisors.
